Man pleads guilty after lost phone leads to discovery of pipe bomb
MINNEAPOLIS – A man pleaded guilty to federal charges after investigators said photos on a cell phone lost at a strip club led them to a pipe bomb.
Dylan Raymond Orr pleaded guilty to illegal possession of a pipe bomb, the U.S. Department of Justice announced in a news release.
According to the criminal indictment, a lost cellphone was turned in to the Savage Police Department by an employee of a strip club on April 25, 2022. Before turning in the phone, the employee had gone through it in an attempt to determine its owner. While doing so, the employee noticed text messages sent to the phone’s owner that included images of what appeared to be pipe bombs.
Investigators said that the text messages included blueprints and information relating to the assembly and building of pipe bombs, as well as an image of two pipe bombs of differing lengths next to a piece of mail with Orr’s name and address on it.

In the criminal complaint, investigators said the pipe bombs had small BBs attached to the exterior of the bomb’s casing with tape and said, “these are known as ‘enhancements’ and serve the function of increasing damage resulting from detonation of a destructive device.”

Investigators said another photo showed two endcaps with holes drilled into them, which “are deliberately added to accept various types of fuses in order to initiate the detonation of a pipe bomb.”

When investigators served a search warrant at the address listed on the envelope in the photos, they found two 6-inch pipe casings, four endcaps with one drilled through and a bag of suspected explosive powder.
In the plea agreement filed in federal court, Orr admitted to knowingly and illegally possessing components that could readily be made into a pipe bomb.

Under the guidelines of the plea agreement, Orr faces up to 10 years in prison and a maximum fine of $10,000. Orr’s sentencing date has not been scheduled.
