According to a news release from the Indian River County Sheriff’s Office, the heroin, which was also wrapped in burlap, was found near the Pelican Island National Wildlife Refuge east of Sebastian. The packaging was not intended for water, the sheriff’s office said.

A person walking on the beach found the drugs, Treasure Coast Newspapers reported.

The sheriff’s office worked with U.S. Fish and Wildlife Service officials for the recovery of the bag, the newspaper reported. It will be forwarded to U.S. Customs and Border Protection agents.

Deputy Ron Adamson and wildlife officer Brian Bushnell took the drugs into custody, the sheriff’s office said.
